The United Arab Emirates has introduced a new regulatory framework that significantly enhances maritime mobility, allowing foreign-flagged yachts to travel freely between Abu Dhabi and Dubai under a streamlined administrative process. The initiative is designed to strengthen the UAE’s appeal as a premier global yachting destination and will come into effect in January 2026.
Under the new protocol, sailing permits issued by either Abu Dhabi or Dubai will be mutually recognised, eliminating the need for duplicate approvals when moving between the two emirates. This unified approach removes a long-standing administrative barrier for visiting yachts and simplifies inter-emirate cruising.
Digital Integration for Seamless Travel
Central to the initiative is the use of the Early Inquiry System Application Programming Interface (API), which enables authorities to securely access vessel, crew, and passenger data. By sharing information digitally, the system avoids repetitive documentation and significantly reduces processing time during inter-emirate travel.
In addition, local entry and exit procedures will be waived for foreign yachts travelling between Abu Dhabi and Dubai, further enhancing the ease and efficiency of navigation within UAE waters.
Cross-Authority Collaboration
The new regulation follows a series of coordination meetings between Abu Dhabi Maritime, the Dubai Maritime Authority, and several key local and federal bodies, including the National Guard, the Federal Authority for Identity, Citizenship, Customs and Port Security, and Dubai Customs. This collaborative effort underscores a shared commitment to regulatory alignment and maritime sector development.
Commenting on the initiative, Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, stated:

Set to launch at the beginning of 2026, the new regulation is expected to accelerate the growth of the UAE’s national maritime and yachting sectors. By offering foreign yachts greater freedom of movement, the UAE reinforces its position as a connected, yacht-friendly cruising destination, aligned with international best practices and the expectations of global yacht owners and operators.
The initiative marks another strategic step in the UAE’s ongoing efforts to position itself as one of the world’s most attractive and efficient hubs for superyachts and maritime tourism.
